Our Mission
At the Public Health Advocacy Institute, we believe that the expansion of legalized gambling must be met with comprehensive regulation to protect public health. As the gambling industry grows at an unprecedented pace, fueled by the rise of mobile sports betting and online platforms, the consequences for individuals and families are profound.
Gambling addiction is not just a personal issue—it is a public health crisis. The normalization of sports betting and the widespread availability of online gambling have made it easier than ever for people to develop serious gambling problems. The consequences are far-reaching, affecting not only individuals but their families, communities, and society as a whole.
Holding the Industry Accountable
While some argue for industry self-regulation, PHAI believes that the “responsible gaming” model promoted by the gambling industry is not enough. It has proven ineffective and unethical. Instead, we advocate for comprehensive public health reforms to regulate the gambling industry, prevent harm, and protect individuals and families.
Our Center for Public Health Litigation recently filed a high-profile class action suit against DraftKings in Massachusetts, challenging deceptive and harmful practices in the online gambling industry. This case has garnered national attention and is a critical step in holding the gambling industry accountable for its impact on public health.

Leading the Charge: The SAFE Bet Act
PHAI is proud to support the first federal initiative to set standards for gambling safety since the industry’s expansion began in 2018.
In partnership with Congressman Paul Tonko (NY-20) and Senator Richard Blumenthal (D-CT), we helped introduce the SAFE Bet Act, a landmark piece of legislation designed to address the public health risks associated with the rapid expansion of mobile sports betting.

Our President, Dick Daynard, spoke out on the growing public health crisis caused by the rapid rise of sports betting and online gambling recently in a profile TIME Magazine did on him.

Where there is a public health problem, there needs to be a public health solution. At PHAI, we understand that blaming the people who are struggling with gambling and referring to them as 'irresponsible' consumers is not a public health solution.
